There are 2 ways to activate the whitelist in Mossycobble control panel 

Do either of the below:

Built in Minecraft whitelist:

First you need to make yourself an operator you do this here

once you have made yourself an operator you can use the following commands ingame

/whitelist on/off
/whitelist add username
/whitelist delete username

Panel Whitelist feature:

To activate whitelist go into your server and find Default role settings, change it to no access

Go into your server, click "Manager players" on the left navigation bar then when on the manage players page click "Create Player" on the left nav bar. Then enter the username of the player you wish to whitelist and set the role to anything higher than "no access", click "create". That player should now be whitelisted.
